Hello Natomas Park Homeowners,
The Board would like to share the decisions and changes we made in 2021. We are excited to start 2022
with synergy and positivity!
Personnel
The Board is excited to have Edward Lewis, a longtime homeowner, and former District B Delegate, on the
Board. The Board would like to introduce the following additions: Nina Lilley as our new Compliance
Manager in our Northgate Office, Darrin Hodges as our new General Manager, and Rick Hansen as our
new Club Manager. Natomas Park resident and staff member Lerna Conner has stepped into the role of
Activities Specialist. Adrian Ridgeway was promoted to Community Specialist in charge of our website
and newsletter. We have two new administrative persons at our Northgate management office as well.
Lots of personnel changes bring new energy, ideas, and excitement to our Association!
Election for Unused Funds and Governing Documents
Our election for both the revised Governing Documents and the Unused Funds will occur in the second
quarter of this year. The Board did take extra time to review the ballot’s language. A 25% quorum
(minimum 985 votes) is required, and the Board and management will strive to attain the 25% quorum as
quickly as possible. It is critical that the Association create a successful “Get Out and Vote Campaign!”
The vote on the unused funds will simply be to (a) use toward Capital Improvement projects or (b) credit
funds to homeowners. It is not a vote on WHAT capital improvement projects should move forward; that
will be a separate vote. Per the suggestions during our town hall meetings, the ballot will include more
than one choice on HOW the funds can be returned to the homeowners.
Part of the Governing Document revisions includes renaming the Association from Natomas Park Master
Association to potentially Natomas Park Community Association. The ACC will be renamed to the DRC,
which stands for Design Review Committee. Please help us get the word out to your neighbors about
these very important elections!
Reserve Funding
The Board voted to fully fund our Reserves by contributing $600,000 from our Unused Funds. This benefits
homeowners by reducing the need for HOA dues to be increased for the Reserve Fund portion of our
assessments.
Security
We are all aware that there is an increased need for security and safety due to vandalism, porch pirates,
moving traffic violations, and mailbox break-ins. Allied Security holds our current security contract. This
will be going out to bid as soon as possible to ensure Natomas Park is engaged with the security company that best fits our ongoing needs.

The Safety Committee has been working hard to create a Security RFP
for this bid which will address our needs. Although Natomas Park has had a Security Patrol since 2008,
the time has come to add different tools to our security measures. The Board voted to include Sacramento
PD as part of our security efforts. We hope to have them patrolling a number of 6-hour shifts per week
in the first part of 2022. This cost is included within the current security budget for 2022.
Flock Camera System
The Board approved the Flock camera system that will be implemented throughout our Community.
Contract negotiations should be complete soon. This is a license plate and vehicle identification system
with a two-year contract. The Safety Committee will be instrumental in monitoring the system with
monthly reports to the Board on its effectiveness as a security and data gathering resource. The Safety
Committee has drafted a Policy and Procedure document for the Board to review. This document will be
made available for homeowner review before the Board adopts the final version. Any homeowner can
Opt-Out to have their vehicles removed from all footage in the interest of privacy. Only our Association
will have access to the data recorded by the Flock Camera System, which will be stored on secure servers
(the Cloud). Finally, 24-hour access will only be available with the approval of the Board of Directors. The
Board voted t use the unused funds from the 2021 budget to funding for this system for two years.
Architectural Control Committee (ACC)
The ACC has held closed meetings since the creation of the Association. This was due to the committee
being comprised of the developer and holding its meetings offsite. When developer members stepped
down and the homeowner members took over the committee, the meetings continued to be closed.
Nearly 20 years later, the Board is proud to say that the ACC meetings are now open for all homeowners
to attend. This is important for several reasons. First is transparency, and second, it allows homeowners
to attend the meeting when their application is reviewed – should they want to. The homeowners will
decide if they wish to attend. This way, if there are questions from either the ACC or the homeowner, it
may be addressed immediately rather than waiting a month. Third, it allows homeowners to observe the
committee review process. Lastly, it is simply good practice for the ACC meetings to be open.
Pool Deck Repair update
The Board continues to work with legal counsel regarding our pool decks. The contractor has tried to
implement warranty repairs with some success but not to the Board’s satisfaction. From all the
information received, the Board feels the existing sealant and color coating should be removed and
redone. Efforts are being made to secure this work under warranty. However, the Board has also received
two bids from outside contractors. This is to gain an understanding of the cost should contractor
discussions fail. The Board will do everything possible to ensure our decks are ready for the 2022 Summer
Season. This issue has been ongoing for many years, and we understand your frustration. The Board is
frustrated too. We humbly ask for your patience as we do our best to work through this trying and
challenging situation.
General Updates
The Board approved using a digital Security Consultant to assess our computer systems. The report will
be complete and available to homeowners as quickly as possible. A CMMS Inventory system was
approved and implemented to facilitate routine equipment maintenance, work orders, and asset management.

The Club Committee will be moving forward with an Ad Hoc Committee for Club
Renovation recommendations for the following: sufficient storage needs, the lounge area, Club entry,
party room, cabana kitchen, and the catering kitchen. An RFP has been issued for a Landscape Architect
to address club grounds for drought resistance design, how to best utilize the landscape inside the club,
and the children’s playground, to name a few ideas. The Board has strived to increase transparency by
including a detailed President’s Report, issuing quarterly State of the HOA’s detailing the Association’s
status, encouraging homeowner comments for each Board Motion before a vote, and trying to answer as
many comments as possible at the Open Session Meetings. Virtual meetings have increased homeowner
participation which has been beneficial to the Community. A Code of Conduct was recently adopted that
applies to elected officials, committee members, management, staff, and homeowners. The Board has
requested that management develop accurate job descriptions and operational manuals for Club
functions, maintenance, and administrative procedures, including training programs for staff.
Homeowner Volunteer Recruitment!
Our volunteers have worked hard to improve our club, communication methods, and general safety and
create fun social events while maintaining our neighborhoods and finances! Please consider volunteering
your time! Make some friends, have some fun, and contribute to your Community! We have seven
fantastic committees to choose from: ACC, Club, Communications, Finance, Social, Safety, and the newly
formed still getting off the ground Technology Committee. Each committee has volunteers who have
committed their time and dedication to our Community. Please join in and help out! Natomas Park is
only as strong or as engaging as our volunteers! We also have an upcoming Director election coming up
in June 2022. Please consider running for the Board. Do not hesitate to reach out to management or
your Board of Directors for more information!
In closing, the pandemic has been tough on all of us! The Board would like to acknowledge and applaud
the work of management and staff to pivot with each new rule or mandate and to implement and sustain
uncomfortable and sometimes unpopular rules. Our Association also experienced the Nation’s Labor
Shortage, and our existing staff worked even harder under difficult circ*mstances to do their best to
uphold our Association’s standards.
