High temperatures yesterday ranged from the mid sixties at some desert points to the low forties at some northern valley and coast points. Low temperatures this morning were mostly in the thirties and forties at lowland stations. Winds are fresh, strong southerly on the extreme north coast and small craft warnings are displayed from Cape Mendocino northward. The weather map shows high pressure over the western plateau and from the coast southwestward to Hawaii.
A rather weak weather front is moving into the Pacific northwest early this morning and It appears additional disturbances will move into the northern area from time to time. Some light precipitation is likely in the extreme northern portion of the state and the precipitation may spread as far south as Point Arena, Red Bluff and the Tahoe area tomorrow. All skilled labor not listed above that may be employed is to be paid not less than the union wage scale for such labor and in no event to be paid less than Three and Dollars ($3.325) per hour. The working day shall be eight hours unless otherwise specified above.
The per diem rate shall be the hourly rate multiplied by the number of hours in the working day. When less than the number of hours constituting the working day, as herein stated, is worked, the wage to be paid shall be the hourly rate multiplied by the number of hours actually worked. All overtime and work on holidays shall be at the rate of not less than time and a half. The holidays upon which such rate shall be paid shall be all holidays recognized in the collective bargaining agreement applicable to the particular craft, classification or type of workman employed on the project. It shall be mandatory upon the contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all laborers, workmen and mechanics employed by them in the execution of the contract.
